I think Diablo’s scaling system would not work (at least in a balanced way) for wow raiding.
The thing is, wow ‘depends’ on the holy trinity, a ‘balanced’ makeup of number of tanks, healers, and dps.
How will a group of 8 man work? you still want 2 tanks, do you go 4 dps and 2 healers? or 3 dps and 3 healers? 11\26 man is more touchy. Do you tune the fight for an extra healers in mind? or do you tune it with an extra dps in mind and the fight becomes ridiculously easy as long as the dps pull their weight? (by adding a healer)
While I think the idea is intriguing, as Shade has noted, it will be impossible to scale the difficulty in a right way and to be honest I think blizzard already have their hands full with trying to balance the 5 current difficulties as much as they can.
